Is it right to blame the government for an incompetent rescue and relief operations for typhoon Ondoy victims?

As for me, I don't want to criticize the government's way in handling our
current situation.
from the way it looks, it may seems that their efforts may not be enough but
i believe that they are doing the best they can to help these people who were
greatly affected by the typhoon Ondoy.
even if there are really some irregularities or mistakes that took place during their rescue missions, lets not blame them for no one wished for this thing to happen.
lets also remember that many of our men from the different government institutions risks their lives in order to save our people. There’s also several people from our local government who never failed in offering themselves in order to take part in rendering aid and support to those who were affected by this incident.
My point is, let’s try not to depend only on our government when a tragic event like this takes place. because we all know that our government itself is not that competent enough in dealing such catastrophe. we have a huge shortage of resources in times like this, we lack budgets, facilities and also manpower in order to carry out a better rescue and relief operations.
our government itself is seeking for volunteers and donations, for they can't handle it alone. we, us a citizen of this country can make ourselves more useful by helping them through giving out donations, prayers or through our own efforts itself.
